Why do weeds keep coming through my weedblock ?

Every time I put down weed block, and then put down mulch, I still have a serious weed problem in just a few weeks. Is there some sort of weed killer I should use first ? I live in a warm climate, but I don't know if that affects it any.

They may not be weeds coming through the weedblock. Seeds can be deposited on mulch in various ways... wind, birds, etc. and germinate above your weedblock. You could have weed seeds in your mulch believe it or not. Also if you haven't pulled and/or killed the roots of the weeds before you put down the weedblock, strong weeds can eventually find their way out of the barrier... a lot of times right where your prized plants are sticking out from the weed barrier. Don't know about weed killer... don't use it. Usually pull them by hand.
